On October 22, 2025, the Central African Republic (CAR) and the African Development Bank Group launched the second phase of the Support Programme for Reconstruction of Grassroots Communities (PARCB-2). This key initiative aims to boost social cohesion, revive the economy, and enhance living conditions for those affected by the country’s political and military crisis.
President Faustin Archange Touadéra of CAR marked the programme’s official beginning by laying the foundation stone for a new teaching building at the Faculty of Economics and Management, University of Bangui. This act signals the tangible commitment to rebuilding the nation at the grassroots level.
The PARCB-2 project, developed in collaboration with the African Development Bank, demonstrates the joint dedication of CAR’s government and the Bank to invest in human capital and sustainable reconstruction.
"In its cooperation with the Central African Republic, the Bank Group wants to make best use of the advantages offered by the country’s young population. The Bank intends to work more with young people in the coming years," said Boye Kissagne, Country Programme Manager for the African Development Bank Group, representing the Country Office Manager in CAR.
The programme’s focus lies in empowering youth and rebuilding fundamental infrastructure to support long-term stability and growth.
